Uganda is hosting the 7th Regional Ministerial Forum on Migration, bringing together delegates from 11 member states to deliberate on harmonising labour migration policies across the East and Horn of Africa.
The four-day meeting, underway in Kampala, is focusing on promoting safe, orderly, and regular labour migration, with officials emphasising the need to strengthen frameworks that support skills mobility and protect migrant workers.
Speaking at the opening, State Minister for Labour, Employment and Industrial Relations, Esther Anyakun, said the forum provides a critical platform for member states to align policies that respond to emerging labour market demands while safeguarding the rights of migrant workers.
She noted that labour migration, if well managed, can significantly contribute to economic growth, reduce unemployment, and deepen regional integration.
Delegates are also examining strategies to curb irregular migration by creating safer and more structured pathways for workers seeking opportunities across borders. Officials say this comes amid rising concerns over the vulnerability of migrant workers, particularly those using informal channels.
The Intergovernmental Authority on Development (IGAD) representatives at the forum reiterated the importance of regional cooperation in addressing migration challenges, highlighting the need for data sharing, joint policy frameworks, and capacity building among member states.
The discussions are further expected to explore mutual recognition of skills, social protection mechanisms, and the role of the private sector in facilitating decent employment opportunities.
Uganda has been chairing the forum for the past two years, a period officials say has seen increased engagement on labour migration governance within the region.
Minister Anyakun is expected to formally hand over the chairmanship at the end of the meeting, marking a transition in leadership as member states continue efforts to streamline labour migration for sustainable development.
